In a year of damp squib global get together&rsquo;s like G7 and G20, December&rsquo;s <a href="http://en.cop15.dk/">Copenhagen Climate Conference</a> looks set to sink like a dead duck. <item><title>Germany | Brussels sparks row over Opel's future</title><link>http://www.presseurop.eu/en/content/news-brief/120381-brussels-sparks-row-over-opel-s-future</link><description><![CDATA[<p>&ldquo;German politicians are furious because EU competition commissioner Neelie Kroes is questioning the takeover of Opel&rdquo;, <a href="http://wyborcza.pl/1,75477,7163359,Europa_bije_sie_o_Opla.html">headlines <em>Gazeta Wyborcza</em></a>. A consortium of Austro-Canadian <a href="http://www.magna.com/">Magna</a> and Russia&rsquo;s Sberbank was scheduled to take control of the struggling German automaker, a GM subsidiary, by the end of November. Now the transaction is hanging in the balance, the Warsaw daily reports, as Neelie Kroes has suggested that Magna/Sberbank won the bid in breach of EU regulations. There were &ldquo;serious indications&rdquo; that the EUR 4.5 bn in aid promised by the German government to Opel was contingent on Magna/Sberbank being chosen.</p>
<p><em>Gazeta</em> points out that Berlin&rsquo;s bailout plan for Opel has been also criticised in Belgium, Spain, and Great Britain, as Germany expects that part of the EUR 4.5 bn bill will be footed by the countries where Opel has its factories, while only the automaker&rsquo;s German plants will not risk closure. More Blood Needed,&rdquo; <a href="http://wyborcza.pl/1,75248,7064273,Afganistan__Trzeba_krwi.html">runs today&rsquo;s headline in <em>Gazeta Wyborcza</em></a>, which covers the <a href="http://%2522http/::www.washingtonpost.com:wp-dyn:content:article:2009:09:20:AR2009092002920.htm">recent report</a> from Gen Stanley McChrystal, the commander of allied troops in Afghanistan. McChrystal claims that 30-45,000 more troops are &lsquo;urgently needed&rsquo; in Afghanistan. &ldquo;Things are getting worse and unless the West sends more troops, we&rsquo;ll lose the war against the Taliban,&rdquo; he warns.</p>
<p>According to <em>Wyborcza</em>, Washington will now increase the pressure on its European allies. &lsquo;The Americans are facing the wall because the Canadians, who have already lost 131 men, have pledged to withdraw their 3,000-strong contingent from the southern province of Kandahar by end-2010,&rsquo; reports the Warsaw daily. Yet, if anything, the Europeans are thinking about pulling out from Afghanistan. The prospect has already been hinted at by the Dutch, who have suffered 21 casualties (their 1,800-strong contingent is supposed to return home by 2011), and is openly discussed by the Italians, shocked by the death of six their commandoes in an ambush last week. Sources in the Polish government have also ruled out sending more troops to Afghanistan, at least for now. After several months of negotiations, German car maker Opel will be sold by General Motors to the Canadian automotive supplier Magna and the Russian bank Sberbank. Notwithstanding Angela Merkel's announcement that she is &quot;delighted,&quot; the German press remains sceptical about the rescue operation for the brand.&nbsp;<a id="baqt" href="http://www.faz.net/s/RubCE844206AD5543959580E21EDC440854/Doc%7EE89324153FF5345BB9DD2AEA334AEBDA6%7EATpl%7EEcommon%7EScontent.html" title="Frankfurter Allgemeine Zeitung takes the view"><em>Frankfurter Allgemeine Zeitung</em> takes the view</a> that only the German Chancellor will experience any genuine feelings of relief, now that&nbsp;&quot;she will&nbsp;be able to get on with her election campaign without worrying about Opel.&quot;&nbsp;However, the company's 50,000 workers (25,000 in Germany and 25,000 elsewhere in Europe) are less than overjoyed  &ndash;  10,000 jobs are under threat, and&nbsp;&quot;the maker of small and medium sized cars will be hit hard by the ending of Germany's scrappage scheme.&quot;&nbsp;The daily further notes that the goodwill of foreign governments towards Berlin will likely suffer, because &quot;the Magna solution will require more sacrifices from employees abroad  &ndash;  in the UK and Belgium, and possibly in Poland and Spain  &ndash;  than it will from Opel's German workers.&quot; In short, FAZ concludes that&nbsp;&quot;there is no reason to feel relieved.&quot;</p>

The arms dealer is at the centre of a major political scandal replete with slush funds and multiple corruption allegations, which sullied the reputations of former chancellor Helmut Kohl and CDU President and Interior Minister Wolfgang Sch&auml;uble  &ndash;  and thereby paving the way for the ascension of Angela Merkel. The announcement of Schreiber's impending trial &quot;has revived interest in the CDU secret accounts' scandal, which undermined the party and Federal Republic's political culture,&quot; reports the daily. &quot;But Schreiber is unlikely to rock the Republic for a second time.&quot; However, he could serve as an example to politicians in the current government, and help prevent suspicious behaviour by &quot;giving people a good scare, which is what ghosts are supposed to do.&quot;</p>

On 14 July, Ottawa decided to impose a visa requirement for citizens of the Czech Republic, in the wake of an upsurge in asylum claims, many of which were filed by Roma migrants. At a meeting in Brussels on 27 July, Europe's foreign ministers expressed their solidarity for a fellow member of the EU, reports <a href="http://ihned.cz/1--37911830-000000_print-8e">Hospod&aacute;rsk&eacute; Noviny</a>. &quot;The contention that the Czech Republic or any other EU state is exporting political refugees is in direct contradiction to the founding principles of the Union,&quot; said Italy's Franco Frattini, for whom anti-Roma discrimination did not constitute sufficient grounds for an asylum claim. The Prague business daily also notes that the foreign ministers did not discuss a possible retaliatory measure, which would impose a visa requirement on all Canadians entering the EU.</p>

Officially, the reason is to adapt to climate change, which will bring about increased drilling and ship traffic in the region, and thus greater potential for conflict. However, the daily sees the move as an attempt by the government to get a headstart in the race for raw materials, especially oil, by reinforcing its military might. </p>
<p>All the countries ringing the Arctic Ocean &ndash; Denmark (via Greenland), the United States, Russia, Norway, and Canada &ndash; have territorial claims on the area, Politiken points out. With the question unresolved, each is beginning to &quot;get prepared&quot; &ndash; military-wise. Politiken judges the matter one for the United Nations to settle, observing that Denmark, which has &quot;a long tradition of respect for international public law and the United Nations as an institution,&quot; could very well &quot;take the initiative&quot; and present a resolution.</p>

The requirement for visas will apply from 15 July. &quot;In view of the obligation for solidarity between EU member states, the affair will likely be settled with the intervention of the Union,&quot; reports the business daily. &quot;In previous negotiations with Ottawa, European Commission President Jos&eacute; Manuel Barroso voiced support for arguments presented by the Czech Republic, and there is a possibility that Canada's position may prompt a countermeasure that will impose a visa requirement on Canadians wishing to travel to the EU. If the European Union fails to defend the interests of the Czech Republic, and does not oppose Canada's decision, the Czech government may choose to take the case to the European Court of Justice.&quot;</p>
