<item><title>Italy-Brazil | Battisti's release is blow for Rome</title><link>http://www.presseurop.eu/en/content/news-brief/705271-battisti-s-release-blow-rome</link><description><![CDATA[<p>Headlining with &ldquo;Napolitano outraged by Battisti&rsquo;s release,&rdquo; <a href="blank"><em>La Repubblica</em> reports</a>  that the Brazilian authorities&rsquo; decision to refuse to extradite former  Italian terrorist Cesare Battisti has met with a chorus of indignation  led by Italian President Giorgio Napolitano. Napolitano accuses Brasilia  of breaching international agreements by freeing Battisti, who has been  sentenced in absentia to life in prison for four murders commited  during the &quot;Years of Lead&quot;  &ndash;  charges that Battisti denies.</p>
<p>For  its part, the Italian government has announced that it will file an  appeal against Brazil&rsquo;s decision with the International Court of Justice  in The Hague. &quot;The Brazilians believe they have struck a blow for the  left,&quot; <a href="http://www.francescomerlo.it/?p=257">remarks a columnist for the Milan daily</a>:  &quot;they think they have saved a heroic freedom fighter like Garibaldi or  Che Guevara, whereas Battisti was simply a trigger-happy assassin&quot; whose  release &quot;is an affront to the memory of his victims and the history of  our country.&quot;</p>
<p>The  daily&rsquo;s main front-page headline focuses on the referendums to be held  on 12 and 13 June, which will rule on the reintroduction of nuclear  power, the privatisation of water utilities and the &quot;legitimate  impediment&quot; that will prevent high-ranking state officials (including  the head of government) from attending trials where they face charges. <item><title>Hanging on | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/665861-hanging</link><description><![CDATA[<p>Forced to resign as chief of the International Monetary Fund following his arrest in New York on charges of attempted rape, Dominique Strauss-Kahn leaves his succession for the IMF post wide open. Since its creation in 1945, the position of Managing Director has been attributed to a European in exchange for appointing an American at the head of the World Bank. A gentlemen&rsquo;s agreement that was justified by the economic weight of each bloc at the time but which, for some, is no longer relevant today given the growing importance of the BRICS (Brazil, Russia, India, China and South Africa) and Europe&rsquo;s political and economic decline. A chorus has thus arisen in favour of candidates from South Africa, Singapore as well as Israel and China, claiming that the time is right for new blood.</p>
<p>This is a legitimate claim because the emerging countries are under-represented in international organisations. At the IMF, for example, the BRICS&nbsp;<a href="http://www.imf.org/external/np/sec/memdir/members.aspx#A">account</a>&nbsp;</p>
<p>for 11.06% of voting rights while&nbsp;<a href="http://www.economywatch.com/economic-statistics/economic-indicators/GDP_Share_of_World_Total_PPP/">representing</a>&nbsp;20% of global GDP. Europe accounts for 35.6% of voting rights and just over 30% of global GDP (the United States represents 16.08% of voting rights and nearly 30% of world GDP). If the voting rights/economic weight ratio is unfair to the BRICS, and if a reform is desirable, it is nevertheless true that Europe constitutes the most influential bloc within the IMF.   </p>
<p>There is therefore no reason for Europe to give up the fight to maintain control of this very strategic post, especially at a time when several European countries have been or are still negotiating aid packages. But for this to happen Europe must, once again, speak with a single voice and propose the candidate that best defends its interests. If Europe wants to avoid having the IMF once again appear as the baleful guardian of free-market orthodoxy, it had best choose a candidate possessed of sensitivity and creativity so as to diminish, as much as possible, the bitter taste of the medicine it will have to administer.</p>

According to the  newspaper, the surface area of the rainforest could be dramatically  reduced by 2020, &quot;as a result of the steep increase in European  consumption of meat, biofuels and animal feed from Brazil,&quot; a phenomenon  &quot;that is expected to increase exponentially over the next decade.&quot; The  daily points out that the EU trade bloc, which is the world&rsquo;s biggest  importer of ethanol, is also home to the fourth largest market for  imported meat and one of the main markets for GMO soya. Consumption of  these &quot;three pillars of the Brazilian economy&quot; will lead to the  permanent degradation of the Amazon Rainforest, which will have a &quot;major  negative impact on climate change, biodiversity and the lives of  thousands of people,&quot; warns Adrian Bebb, agrofuels campaign coordinator  for Friends of the Earth Europe. </p>
<p><em>P&uacute;blico </em>voices  its support for several environmental groups that are hoping to weigh  on the EU&rsquo;s &quot;review of the common agricultural policy (CAP),&quot; which  accounts for 40% its budget. <item><title>A missed opportunity | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/158491-missed-opportunity</link><description><![CDATA[<p>In Copenhagen, Europe had a date with history. Going into the <a id="aq_b" href="http://en.cop15.dk/" title="United Nations Climate Change Conference">United Nations Climate Change Conference</a> (COP15) on its home turf, the EU had a relatively good record on environmental conservation, and even more remarkably, <a id="qopc" href="http://ec.europa.eu/environment/climat/future_action.htm" title="an ambitious common position">an ambitious common position</a> on the reduction of CO2 emissions. But shortly after the conference began, it became clear that Europe would be unable to capitalize on what was an historic opportunity. Its major powers, represented by Nicolas Sarkozy, Gordon Brown and Angela Merkel, and the conference's Danish organizers made many well-intentioned contributions to discussions, which were mainly led by Washington and Beijing &ndash; the &quot;G2&quot; of the world's biggest polluters &ndash; but they failed to play as a team. Ranged against the US, China and powerful developing countries like Brazil, India, and South Africa, the Swedish Presidency of the EU and Commission President Jos&eacute; Manuel Barroso appeared to be out of their depth &ndash; and in all probability, had he been present, European Council President Herman Van Rompuy would not have made much of a difference either.</p>
<p>From the point of view of climate change, the outcome was an immense disappointment. The <a id="z-od" href="http://en.cop15.dk/files/pdf/copenhagen_accord.pdf" title="last minute agreement">last minute agreement</a> hammered out by world leaders fell far short of expectations with no long-term targets for the reduction of CO2 emissions, insufficient aid for the adoption of&nbsp; non-polluting technologies in developing countries, and no restrictions that are in anyway binding. One wonders if the monumental 46,000-tonne carbon footprint of the summit itself (according to the Deloitte estimate) was really worth it. From the point of view of politics, it is a result that highlights a significant weakness of the European project that has yet to be resolved. Europe may well be the world's major economic power with 600 million citizens who are willing to make an effort for the well-being of future generations, but it remained on the touchline. Once again, the lesson is clear: without a united front, Europeans will remain unable to influence world affairs. The question is: when will this lesson be assimilated by Europe's leaders?</p>
