On the day Italian PM Mario Monti makes  his first official visit to Washington, <em>La Stampa</em> devotes its front page  to its <a target="_self" href="http://www3.lastampa.it/lastampa-in-english/articolo/lstp/441774/">exclusive interview with Barack Obama</a>. The US president sang  the pre-emptive praises of the new prime minster, saying he is &ldquo;modernizing  the Italian economy&rdquo; and has &ldquo;put the country back on the path towards  growth&rdquo;. But Obama had soothing words also for the entire European Union  -</p>
<blockquote><p>Over  the last two years, Europe has taken a number of crucial yet very  difficult steps to address the mounting crisis. In Italy and across  Europe, citizens are making painful sacrifices. European governments  have come together to reform the architecture of the European Union. [&hellip;]  Our economic fortunes are inextricably linked, and our economic  relationship with Europe is an important part of our efforts to create  jobs and prosperity in the United States. The European Union is  America&rsquo;s single largest economic partner.</p>

<p>Nevertheless  the president said European countries need to raise a &ldquo;bigger firewall&rdquo;  to prevent the debt crisis to spread, and must &ldquo;show their absolute  commitment to the future of economic integration in Europe&rdquo;.</p>
<p>Obama  also stressed the importance of NATO &shy;&ndash; praising Italy&rsquo;s decision to  extend its commitment in Afghanistan beyond 2014 &ndash; and Europe&rsquo;s role in  the &ldquo;Arab spring&rdquo;, hoping it will help add pressure on Syria&rsquo;s Bashar el  Assad to resign. <item><title>EU-US | At last, Obama woos Europe</title><link>http://www.presseurop.eu/en/content/news-brief/703191-last-obama-woos-europe</link><description><![CDATA[<p>Long-ignored by Barack Obama in the beginning of his term in favour of Asia and Arab nations, Europe is back on the US President&rsquo;s priority list. <a target="_self" href="http://abonnes.lemonde.fr/ameriques/article/2011/06/08/barack-obama-redecouvre-l-europe_1533417_3222.html">For French daily <em>Le Monde</em></a> the trip to Washington, DC of German Chancellor Angela Merkel on June 6-7, the first visit by a German head of government since 1995, and Obama&rsquo;s participation in the G8 summit in Deauville, France mark a change in US foreign policy. &ldquo;But why now?&rdquo; queries Le Monde. &ldquo;Because working with China and Brazil is difficult. It&rsquo;s difficult to get anything from the Turks. Obama has rediscovered that there is no better partner than Europe,&rdquo; explains to the paper Charles Kupchan of the Council on Foreign Relations, a Washington-based think-tank.</p>
<p>Furthermore, recent events such as the Arab revolutions place Europe in a strategic location which President Obama cannot afford to neglect. &ldquo;The United States needs the British and the French as well as NATO, both militarily and financially,&rdquo; Le Monde notes. Barack Obama is &ldquo;courting the Europeans also on the Israeli-Palestinian question,&rdquo; on which Washington fears isolation &ldquo;when the time comes to take a stand on the recognition of the Palestinian State, in September at the UN&rdquo;. This recognition is a &ldquo;powerful divisive factor&rdquo; for the Europeans, the paper notes.</p>

The paper points out that the &ldquo;the difficult war in Libya&rdquo; has lasted for 82 days while the war in Kosovo in 1999 ended after 78 days of bombings. &ldquo;The question is becoming more and more painful for the West and its allies: how much longer?&rdquo; the paper notes at a time when the General Secretary of NATO, Anders Fogh Rasmussen, says he&rsquo;s &ldquo;optimistic&rdquo; about the mission and persuaded that the Gadhafi era is soon to be in the past, yet government forces are still bombing the rebel town of Misrata and NATO bombed 40 targets in broad daylight. The Guardian reports that the survivors claimed to have been spotted by military planes and an aircraft carrier. &ldquo;The North Atlantic Alliance [NATO] denied receiving any call, but the Italian Coast Guard admitted having been alerted,&rdquo; adds <em>P&uacute;blico</em>. The French government, put on the spot by the <em>Guardian</em>, has &ldquo;categorically denied the reports, written in the conditional tense,&rdquo; writes the French daily <em>Lib&eacute;ration</em>, adding that according to NATO &ldquo;only one aircraft carrier was in the area at this date, the Italian vessel <em>Garibaldi</em>.&rdquo; For P&uacute;blico, this case &ldquo;shames Europe&rdquo;. It is difficult to believe &quot;the official denials [...] when the manoeuvring of Berlusconi and Sarkozy to seal their borders to African migrants (with the connivance of the European Commission) are well known.&rdquo; P&uacute;blico is demanding an investigation, &ldquo;because today no one knows the number of African victims of an exodus that should bring shame to Europe. <item><title>Anglo-French pact is not enough | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/377961-anglo-french-pact-not-enough</link><description><![CDATA[<p>The <a href="../../../../../../en/content/news-brief-cover/374691-napoleons-last-laugh">British tabloids</a> may not believe it, but the Hundred Years&rsquo; War and the Battle of Waterloo have been consigned to history. This week, <a href="http://www.elysee.fr/president/les-actualites/declarations/2010/declaration-sur-la-cooperation-de-defense-et-de.9948.html%20http://www.number10.gov.uk/news/statements-and-articles/2010/11/uk%E2%80%93france-summit-2010-declaration-on-defence-and-security-co-operation-56519">France and the United Kingdom announced</a> an unprecedented agreement to pool military resources, which has no equivalent elsewhere in Europe.</p>
<p>Under the terms of the pact agreed on 2 November, the British and French military will establish a &ldquo;combined joint expeditionary force&rdquo; of 5,000 troops and share two aircraft carriers by 2020. There will also be industrial cooperation to develop drones, satellites and communications technology. But the most surprising and highly symbolic aspect of the deal concerns British military use of French nuclear testing equipment, which is set to begin in 2014. </p>
<p>For France, to collaborate with a country that already has an extensive nuclear co-operation programme with the US, is a major paradigm shift from the defence doctrine based on national sovereignty established by de Gaulle. It&rsquo;s a move that will blur the traditional distinction between the two philosophies of European defence  &ndash;  one provided by NATO under the American nuclear umbrella, and a European defence associated with NATO but nonetheless capable of autonomous action. Let&rsquo;s not forget that France only rejoined the integrated military command of NATO in April 2009.</p>
<p>The new agreement is both good and bad news for Europe. The good news is that the Franco-British initiative could pave the way for further European synergies in a field that has a critical impact on the global influence of the EU. The bad news is that this will only happen if it is expanded beyond its current bilateral format. <a href="http://www.elpais.com/articulo/internacional/Superpotencias/bolsillo/elpepiint/20101105elpepiint_8/Tes">Writing in <em>El Pa&iacute;s</em></a>, Spanish international affairs specialist Jos&eacute; Ignacio Torreblanca remarks that the problem with the 2 November accord is the fact that it does not refer to Europe&rsquo;s defence and security policy. The agreement may well be historic, but without European involvement, it will amount to little more than another cost-cutting measure prompted by the economic crisis.</p>
<p>When they met in <a href="http://www.atlanticcommunity.org/Saint-Malo%20Declaration%20Text.html">Saint-Malo in 1998</a>, Jacques Chirac and Tony Blair announced that a new era of Franco-British military cooperation would push forward the agenda for European defence. However, their plans were later derailed by disagreement over the invasion of Iraq. The Donald Tusk and Nicolas Sarkozy plan also provides for a tightening of EU-NATO relations. Sources in the Polish Ministry of Foreign Affairs call this new initiative a repeat of Saint Malo 1998, but with Poland taking the place of Britain, given that David Cameron's Conservatives, most likely to take power in 2010, is unwilling to pursue the partnership with Paris in building a common defence programme. The seed for the Franco-Polish defence partnership was planted in July when the Polish Foreign Secretary Radosław Sikorski presented his plan to his French counterpart Bernard Kouchner.
