According to Bucharest daily, the country is &ldquo;a paradise for absurd monuments, and useless ones are even fashionable.&quot; On the subject, the newspaper is publishing a &quot;handbook&quot; on the use of EU funds for projects such as &ldquo;a support centre for a moribund agriculture, a public computer (&lsquo;InfoCentre&rsquo;) not connected to a network, or a fountain without water.&quot; The newspaper <a href="http://www.ziuaveche.ro/business-2/economic/fonduri-europene-in-valoare-de-miliarde-de-euro-raman-neutilizate-7845.html" target="_blank"><em>Ziua Veche</em> states</a> that, as of late 2010, Romania had used only 239 million euros of the 19 billion allocated to the country by the EU structural funds for the 2007-2013 period.</p>
<p><a href="http://www.jurnalul.ro/special/special/condamnati-la-cedo-pentru-dosarele-revolutiei-571278.html" target="_blank"><em>Jurnalul National</em> also returns</a> on its front page to the decision of the European Court of Human Rights, which has again condemned Romania for the management of investigations into the army's repression in 1989. Bucharest has yet to pay 52,000 euros to plaintiffs whose relatives were killed during the Revolution. <item><title>Romania | Bucharest walks in step with ECHR</title><link>http://www.presseurop.eu/en/content/news-brief/515121-bucharest-walks-step-echr</link><description><![CDATA[<p>Bucharest  has decided to fall into step behind the European Court of Human Rights  (ECHR). On 23 February, the Romanian parliament adopted a law which  will &quot;oblige the government to respect human rights,&quot; <a href="http://www.jurnalul.ro/stiri/observator/guvernul-obligat-de-parlament-sa-respecte-drepturile-omului-569582.html">reports <em>Jurnalul National</em></a>.  From now on, all new legislation will have to be accompanied by a study  to evaluate its impact on fundamental rights as stipulated by the <a href="http://www.echr.coe.int/NR/rdonlyres/D5CC24A7-DC13-4318-B457-5C9014916D7A/0/ENG_CONV.pdf" target="_blank"> European Convention on Human Rights</a>. The government will also be forced  to comply with the recommendations and decisions of the ECHR within a  time frame of three months, which will also make the court&rsquo;s  jurisprudence obligatory. According to a current report produced by the  Strasbourg court and quoted by the Romanian media, Romania was guilty of  <a href="http://www.romania-actualitati.ro/rrapages/view/25720">139 breaches</a>  of European human rights legislation in 2009. In what the resolutely Eurosceptic daily terms &ldquo;six hours of impassioned debate&rdquo; MPs voted by 234 to 22 not to relax a 140 year ban on convicts taking part in elections, &ldquo;because those who commit a crime have broken their contract with society&rdquo;. Under the Irish constitution, the unborn foetus has an equal right to life as the mother, with abortion a recourse only where the mother&rsquo;s life is at risk. <item><title>Asylum rights | Refugee system is collapsing</title><link>http://www.presseurop.eu/en/content/news-brief/373041-refugee-system-collapsing</link><description><![CDATA[<p>&ldquo;Breach of torture ban stops deportation,&rdquo; <a href="http://diepresse.com/home/import/seite1/605655/index.do">headlines <em>Die Presse</em></a>, in the wake of a <a href="http://www.vfgh.gv.at/cms/vfgh-site/attachments/9/4/3/CH0003/CMS1288163791433/dublin_ii_-_griechenland_-_u694-10.pdf">decision</a> by the Austrian Constitutional Court, which rules that a family of Afghan refugees should not be returned to Greece. The crux of the matter is the collapse of Greece&rsquo;s system for processing asylum seekers, which now means that it can no longer be considered &ldquo;a safe country.&rdquo; <a href="http://derstandard.at/1288160109684/Die-Falle-des-Abschiebestopps-light"><em>Der Standard</em> remarks</a> that this is the first ruling of its kind in Austria, but similar decisions have already been endorsed by courts in other European countries. </p>
<p>&ldquo;The United Kingdom does it. So does the Netherlands, and so too do Belgium, Norway and Denmark. Following a decision by the European Court of Human Rights, all five of these European Council countries are refusing to comply with the Dublin II regulation, which stipulates that asylum seekers have to wait for their asylum applications to be processed in the country where they enter the EU,&rdquo; notes the Viennese daily. </p>
<p>According to a UN human rights expert, the asylum system in Greece has been overwhelmed to the point where refugees of all ages are likely to spend six months behind bars. Conditions in the detention camps are degrading and represent a potentially fatal risk to health, and the backlog of cases in the judicial system has meant that asylum seekers must wait for months to have their claims heard. </p>
<p>&ldquo;The asylum crisis in Greece has become a painful problem for the EU,&rdquo; points out Der Standard, because the EU27 will now have to find a solution to &ldquo;humanise&rdquo; the <a href="http://europa.eu/legislation_summaries/justice_freedom_security/free_movement_of_persons_asylum_immigration/l33153_en.htm">Dublin II system</a>. On 28 October, the German Constitutional Court is to begin deliberations on the issue of whether Berlin has the right to automatically expel refugees to other EU countries without allowing them a hearing. Since 2009, the Karlsruhe court has ruled against 13 deportations to Greece, and the country&rsquo;s appeal courts have also found in favour of refugees in more than 300 other cases. On 12 January, to put an end to ongoing squabbles, Prime Minister Fran&ccedil;ois Fillon proposed a non-binding text indicating the parliament's opposition to the burqa  &ndash;  an initiative that will subsequently pave the way for a law to impose an outright ban on wearing the garment in public. If such a law is passed, the daily notes that &quot;France will be the only country in the world to instruct police to arrest young women, who will be victims rather than criminals.&quot; Worse still, many <a title="legal experts believe" href="http://www.liberation.fr/editorial/0101613457-danger" id="b67d">legal experts believe</a> that such a law cannot be sanctioned because it fails to respect the principle of freedom of religion, &quot;enshrined in the French constitution and international law,&quot; most notably by the <a title="European Convention on Human Rights" href="http://conventions.coe.int/Treaty/en/Treaties/Html/005.htm" id="ygna">European Convention on Human Rights</a>. During this year&rsquo;s bitter Lisbon campaign many on the Catholic right argued that greater European integration would lead to its legalisation. Perhaps these fears are about to be confirmed with today&rsquo;s <a href="http://www.irishtimes.com/newspaper/frontpage/2009/1130/1224259710533.html">front page article in the <em>Irish Times</em></a>, which reports that three Irish women are holding the state to account at the <a href="http://www.echr.coe.int/echr/Homepage_EN">European Court of Human Rights</a>. The women claim that their health was put at risk by being forced to go abroad &ndash; i.e. Britain &ndash; for abortions. Despite promises made by consecutive Lithuanian governments and the country&rsquo;s president, the question, ongoing since 1994, still continues to cloud relations between Warsaw and Vilnius. In other Italian journals, Corriere della Sera sees this &quot;symbol hunt&quot; as hateful as the French ban on hijab for students.
