<item><title>Diplomacy | 5 billion to aid Arab revolutions</title><link>http://www.presseurop.eu/en/content/news-brief/677171-5-billion-aid-arab-revolutions</link><description><![CDATA[<p>Within the framework of its Neighbourhood Policy, &quot;the EU has made democracy a condition for aid to Arab countries,&quot; <a href="http://www.elpais.com/articulo/internacional/UE/condiciona/ayuda/paises/arabes/democracia/elpepiint/20110526elpepiint_3/Tes" target="_self">headlines the daily <em>El Pa&iacute;s</em></a>. On 25 May, the High Representative for Foreign Affairs, Catherine Ashton, and the Commissioner for <a href="http://ec.europa.eu/world/enp/policy_en.htm" target="_self">European Neighbourhood Policy</a>, &Scaron;tefan F&uuml;le, presented the <a href="http://ec.europa.eu/world/enp/pdf/com_11_303_en.pdf " target="_self">new strategy </a>for the 16 countries that are the European Union&rsquo;s neighbours on its eastern and southern borders. Of the seven billion euros of aid to be distributed between now and 2013, five billion has been earmarked for countries on the southern shores of the Mediterranean.</p>
<p>Until now, points out <em>El Pa&iacute;s</em>, in its approach to countries like Egypt and Tunisia &quot;the EU strategy has been based on the principle of &lsquo;security in exchange for millions of euros.&rsquo;&rdquo; The parameters that have now been announced -- free elections, freedom of speech in the press, an independent judiciary, the fight against corruption, and democratic control of security and armed forces -- will enable Europe to measure the level of democracy in these countries. The Madrid daily notes that the plan unveiled by the European diplomacy chief also includes measures for the control of migration flows. However, it points out that &quot;Ashton has denied that the plan offers money to prevent immigration.&quot; </p>

<item><title>Natural Gas | Moscow scores against Brussels again</title><link>http://www.presseurop.eu/en/content/news-brief/359261-moscow-scores-against-brussels-again</link><description><![CDATA[<p>&quot;In the muted but high-stakes war between the EU and Russia to control the gas pipelines from Central Asia to Europe, Moscow has just racked up another point against Brussels,&rdquo; <a href="http://www.latribune.fr/accueil/a-la-une.html">writes <em>La Tribune</em></a>.<a href="http://www.wintershall.com/index_2.php"> Wintershall,</a> a German subsidiary of the chemical colossus BASF, is about to sign on to the South Stream project. &quot;This is another hard knock for Nabucco, the rival gas pipeline project backed by the EU, which was to bypass Russia in transporting gas from Central Asia.&rdquo; According to the French financial daily, &ldquo;the advent of a German company will end up discrediting this $25bn-plus (&euro;18bn-plus) project&rdquo;. Initiated by Russia&rsquo;s Gazprom, South Stream is backed by the Italian oil and <a href="http://www.eni.com/it_IT/home.html">gas utility ENI</a>. In the spring of 2010, the two corporations bolstered the project&rsquo;s European credentials by both pledging to transfer 10% of theirs stakes to the French utility <a href="http://france.edf.com/france-45634.html">EDF</a>.</p>
<p>Nabucco, on the other hand, appears increasingly unconvincing, adds the French daily, for want of sufficient natural gas reserves to justify its construction. Gazprom has in fact &ldquo;methodically drained the Central Asian gas reserves by clinching multiple long-term purchase contracts in the region, thereby reducing by as much the volumes that Nabucco could carry&quot;. As Pierre No&euml;l, an energy specialist at<a href="http://www.cam.ac.uk/"> Cambridge University</a>, explains to La Tribune, &quot;By announcing the construction of the gas pipeline even before securing the gas reserves, Brussels killed the project.&quot;</p>
<p>But South Stream still has issues of its own to address. <a href="http://euobserver.com/9/31020">According to the <em>EUobserver</em></a>, Koen Minne, the CEO of the Belgian group Enex, is supposed to sign a deal for compressed natural gas (CNG) with Turkmenistan in November. Under that agreement, Enex and a consortium of European companies are to transport between 3 and 4 billion cubic metres p.a. of Turkoman gas to the EU. <item><title>Immigration | Frontex launches first expulsion charter</title><link>http://www.presseurop.eu/en/content/news-brief/352121-frontex-launches-first-expulsion-charter</link><description><![CDATA[<p>For the first time since it was launched in 2004, <a href="http://www.frontex.europa.eu/" target="_blank">Frontex</a>, the Warsaw-based agency responsible for the EU&rsquo;s external borders, has funded and organised its own charter flight to deport undocumented aliens. <a href="http://www.lemonde.fr/" target="_blank"><em>Le Monde</em></a> reports that on 28 September, &quot;in a deliberately low-key operation,&quot; 56 Georgian migrants arrested in Poland, France, Austria and Germany were flown from Warsaw to the Georgian capital Tbilisi. In 2011, Frontex, which has has been granted a budget of 676 million euros for the period 2008-2013, plans to organise and finance between 30 and 40 charters to repatriate migrants who have illegally entered the EU.</p>
<p>For Frontex&rsquo;s deputy director, the increased role of the European Union &ldquo;will come as a relief to national governments who will no longer have to 'carry the burden' of negative public opinion, embarrassment and disapproval prompted by collective repatriation procedures.&quot; Le Monde also notes that &quot;another advantage&rdquo; of grouped operations is that they benefit from the &ldquo;added weight&rdquo; of the EU, &ldquo;which can exert more pressure than individual member states when negotiating with third countries on the return of their citizens.&rdquo;</p> (News in brief)]]></description><pubDate>Mon, 04 Oct 2010 14:35:47 +0100</pubDate><guid>352121</guid></item>

<item><title>Political asylum | Poland most welcoming EU state</title><link>http://www.presseurop.eu/en/content/news-brief/155391-poland-most-welcoming-eu-state</link><description><![CDATA[<p>Poland is the EU country most willing to grant political asylum to refugees, <a href="http://www.dziennik.pl/wydarzenia/article505326/Polska_rajem_dla_cudzoziemcow.html">reports <em>Dziennik Gazeta Prawna</em>.</a> According to <a href="http://epp.eurostat.ec.europa.eu/cache/ITY_PUBLIC/3-08122009-AP/EN/3-08122009-AP-EN.PDF">a recent Eurostat report</a>, Polish officials last year okayed 65% of asylum applications &ndash; more than twice the EU average. A great majority of refugees (91%) seeking asylum in Poland come from Chechnya. Following in the Chechens&rsquo; footsteps are Georgians who have submitted a few thousand applications for asylum in the first half of 2009 &ndash; most which have been rejected, says Ewa Piechota from Poland&rsquo;s <a href="http://www.udsc.gov.pl/index.php?documentName=main">Office for Foreigners</a>. In 2008, EU countries granted political asylum to 7,400 refugees from Russia, 2,700 of them accorded by the Polish authorities. &ldquo;Poland is more often seen as a rich country so we can&rsquo;t prevent the influx of new immigrants&rdquo;, says Jacek Białas from <a href="http://www.amnesty.org.pl/">Amnesty International</a>. <item><title>All quiet on the Eastern front | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/154571-all-quiet-eastern-front</link><description><![CDATA[<p>Do strategic partnerships serve any real purpose? Eight months after the launch of the <a title="Eastern Partnership" href="http://ec.europa.eu/external_relations/eastern/index_en.htm" id="jo3m">Eastern Partnership</a> (EaP) with the former Soviet republics of Armenia, Azerbaijan, Belarus, Georgia, Moldavia and Ukraine, the EU has little to show for its efforts. And while we are on the topic, what has become of the <a title="Union for the Mediterranean" href="http://ec.europa.eu/external_relations/euromed/index_en.htm" id="zl8z">Union for the Mediterranean</a>? When it was announced 18 months ago, we were told that it would bring together countries on both sides of the&nbsp;Mare Nostrum &ndash; a likely story.&nbsp;The Eastern Partnership has not become a household name, not even in Brussels. Of course, you could argue that European officials have been so preoccupied by the fate of the Lisbon Treaty that they have had time for little else. On the occasion of the first meeting of the EaP on 8 December in Brussels, foreign ministers of the 27 member states along with their six counterparts from the former Soviet republics were forced to admit that they did not have much to boast about apart from the hint of a possible U-turn in the attitude of Russia, which may now consider joining the initiative &ndash; but nothing really forward looking, and certainly nothing concrete. However, there was some hope that a deal to set up a European Investment Bank fund for lending to EaP countries which was sponsored by the Czech presidency of the EU could bear fruit in 2010. The fact that a Czech, &Scaron;tefan F&uuml;le,&nbsp;has also been put in charge of the new Commission's portfolio for enlargement may also be significant. If he is to make progress, Mr F&uuml;le will have to convince the governments of several countries including Russia, that there is a point to the EaP, which Dmitri Medvedev described as &quot;useless.&quot;&nbsp;So as not to hurt our feelings the Russian President was careful to add that the EaP is &quot;not dangerous,&quot; as if we did not know that already. <item><title>Georgia-Russia Conflict | Russia ignores Georgia peace accords</title><link>http://www.presseurop.eu/en/content/news-brief/75111-russia-ignores-georgia-peace-accords</link><description><![CDATA[<p>&quot;A year after the end of the war, Russia continues to ignore most of the provisions of the armistice agreements negotiated in Moscow by presidents Nicolas Sarkozy and Dmitry Medvedev&rsquo; &ndash; the &lsquo;six-point&rsquo; deal from 12 August 2008 and the supplementary &lsquo;three-point&rsquo; one from 8 September 2008.&quot; These are the main conclusions of the <a href="http://www.bbn.gov.pl/download.php?s=1&amp;id=2473">report from the Polish president's National Security Council (BBN)</a> on the attempts to resolve the conflict in the Caucasus, reports <a href="http://www.dziennik.pl/polityka/article429384/BBN_Moskwa_lamie_ustalenia_w_sprawie_Gruzji.html"><em>Dziennik</em></a>. The <a href="http://www.bbn.gov.pl/">BBN</a> report suggests that, unlike Georgia, Russia has failed to meet its obligation to stop using force, definitively end military operations in the area and provide unlimited access for humanitarian aid organisations. Russia has also ignored the clause on the withdrawal of troops to their original positions, which, according to the report&rsquo;s authors, is due to the truce agreements&rsquo; imprecise wording.</p>
<p>Meanwhile, <em>Dziennik</em> writes in an <a href="http://www.dziennik.pl/polityka/article429783/Awantura_o_raport_z_wojny_w_Gruzji.html">editorial</a> that a special EU-appointed committee has been working on a report on the Georgian-Russian war for the past nine months.
