<item><title>Turkey-Cyprus | Ankara starts spat with EU</title><link>http://www.presseurop.eu/en/content/news-brief/963571-ankara-starts-spat-eu</link><description><![CDATA[<p>Ankara is &ldquo;ready to freeze relations  with EU&rdquo;, <a target="_self" href="http://www3.lastampa.it/esteri/sezioni/articolo/lstp/420720/"><em>La Stampa</em> reports</a>. This is if Cyprus should take over the  union&rsquo;s rotating presidency in July 2012 without settling the long-running  dispute with the breakaway Turkish part of the island. Speaking in the  Turkish Republic of Northern Cyprus, deputy premier Besir Atalay took  an unprecedented hard stance towards the EU and the Greek controlled  part of the island, continuing the diplomatic onslaught opened by the  severance of military ties with Israel and prime minister Recep Tayyip  Erdogan's tour of the &ldquo;Arab spring&rdquo;states.</p>
<p>In a show of national pride, Turkey is  angry at its stalled EU membership bid as well as flexing its newfound  regional muscles, but according to <em>La Stampa</em>, the real cause of this  dispute is more material. The huge <a target="_self" href="http://www3.lastampa.it/esteri/sezioni/articolo/lstp/420828/">Leviathan gas field</a>, recently discovered  in the waters between Cyprus and Israel, which the two countries are  preparing to exploit, has prompted the Turkish navy and airoforce to  conduct manouevres in the area.</p>
<p>&ldquo;Ten months are long, and Erdogan will  have plenty of opportunities to change his mind&rdquo; <a target="_self" href="http://www.lastampa.it/_web/cmstp/tmplRubriche/editoriali/gEditoriali.asp?ID_blog=25&amp;ID_articolo=9216"><em>La Stampa</em> writes</a>. <p>Supported by the communist party (AKEL), which has also provided the new Finance Minister, Kyriacos Kazamias, (a former member of the European Court of Auditors) and mainly composed of technical experts, the new government will take office amid a &quot;difficult political climate&quot; and at a bad moment for the country. On 11 July, the explosion of a cargo of munitions next to a power plant killed 13 people and interrupted electricity supplies. At the same time, the streets of the country have been invaded by thousands of demonstrators protesting against austerity measures. At 5 am on July 20, the daily <em><a href="http://www.philenews.com"><em>Phileleftheros</em></a></em> reports, sirens wailed throughout the country, to remind the population of the day 40,000 Turkish soldiers seized 37% of Cypriot territory. Ankara was acting in retaliation for a Greek Cypriot coup. The daily observes that peace talks are stalled, despite the impending opening of a new border crossing between the two parts of the island in Limnitis. Optimists are betting a new unification plan, followed by a referendum in 2010, will finally do the trick. &quot;Tiny steps on a tightrope,&quot; the daily headlined.</p>
<p>According to the Phileleftheros reporter, Nicosia is exploiting the anniversary to point the finger of blame at Turkey. The &quot;key to resolving the Cypriot problem&quot; would be for Turkey to put an immediate halt to its intentions to prospect for offshore Cypriot oil. According to the United Nations High Commission for Refugees (UNHCR), in 2008, Italy and Malta were the landing points for almost half of the 67,000 people who crossed the Mediterranean to seek asylum in Europe. Malta has repeatedly asked for assistance from the European Union to cope with this situation, and now it appears that it's request has been heeded. </p>
<p>Along with three other countries situated on the southern borders of Europe  &ndash;  Italy, Greece and Cyprus  &ndash;  Malta will soon benefit from a programme for the Solidarity and Management of Migration Flows, which will shortly be launched by the European Commission. &quot;The United States has pledged to open its doors to several hundred refugees from Malta, and the European Commissioner responsible for questions of Migration, Jacques Barrot, is hoping that EU member States will also provide assistance before the autumn,&quot; reports <em><a href="http://www.lemonde.fr/archives/article/2009/07/09/les-etats-europeens-devront-etre-solidaires-face-a-l-afflux-des-migrants-a-leurs-portes_1217116_0.html"><em>Le Monde</em></a></em>. The Netherlands, Ireland, Lithuania, Germany and Portugal have already taken between 10 and 30 individuals. France will shortly admit a further 100.
