<item><title>European Union | Nine countries back Tobin Tax</title><link>http://www.presseurop.eu/en/content/news-brief/1611181-nine-countries-back-tobin-tax</link><description><![CDATA[<p>&quot;EU countries want to impose tax on financial transactions&quot;, <a href="http://www.sueddeutsche.de/wirtschaft/vorstoss-von-deutschland-und-acht-weiteren-staaten-eu-laender-wollen-finanzsteuer-durchsetzen-1.1306300">headlines <em>S&uuml;ddeutsche Zeitung</em></a>.  The Munich daily reports that finance ministers from nine countries  &ndash;   Germany, France, Spain, Austria, Belgium, Finland, Portugal, Greece and  Italy  &ndash;  have addressed a joint letter to the Danish Presidency of the EU  requesting that it &quot;overcome all obstacles&rdquo; to the implementation of a Tobin tax by July 2012. According to the ministers, the measure would create  &ndash; </p>
<blockquote><p>&hellip; a crucial instrument to guarantee a fair contribution from the financial sector to the cost of the financial crisis.</p>
</blockquote>
<p>The initiative is not unprecedented. The European Commission <a href="../../../../../../en/content/article/1542771-finance-watch-lobby-break-lobbies">already proposed</a>  a duty on transactions involving shares, derivatives and other  financial products last September, which met with immediate opposition  from the United Kingdom and Sweden. This time around, the ministers  point out that they are willing to seek &ldquo;alternatives&rdquo; if a solution has not been planned within the next six months  &ndash;  a remark, which <em>SZ</em> believes is evidence of an important development &quot;if you read between the lines&rdquo; &ndash; </p>
<blockquote><p>The  nine signatories send a very clear message: we can go it alone.  [According to the provisions of EU treaties] states can enter into  agreement for reinforced cooperation if they come together in a group of  no less than nine. That is why this short letter reads almost like a  heavy-handed threat to colleagues who have yet to make up their minds.  All those concerned have been warned: the overwhelming likelihood is  that the tax will be introduced.</p>
</blockquote>
<p>Finally  the daily notes that the letter will also have an internal impact on  signatory countries, notably France and Germany: it will enable Nicolas  Sarkozy to aspire to more votes in presidential elections in April and  May, and give Angela Merkel something to offer the Geman opposition,  which made the introduction of a Tobin tax a condition for its  endorsement of the fiscal compact.</p> (News in brief)]]></description><pubDate>Mon, 12 Mar 2012 14:44:43 +0100</pubDate><guid>1611181</guid></item>
<item><title>Belgium | You can only speak Dutch in Grimbergen</title><link>http://www.presseurop.eu/en/content/news-brief/1282591-you-can-only-speak-dutch-grimbergen</link><description><![CDATA[<p>Is  it a crime to speak French in a Flemish municipality? MEP Fr&eacute;d&eacute;rique  Ries has asked the European Commission to respond to the creation by the  CD&amp;V (Christian democrat) authorities in the Belgian town of  Grimbergen of a hotline to encourage the population to inform on people  that use languages other than Dutch in public areas and businesses. </p>
<p><a href="http://archives.lesoir.be/l-8217-appel-a-delation-denonce-a-l-8217-europe_t-20111213-01Q10Z.html"><em>Le Soir</em> reports</a>  that the liberal Belgian representative believes that this &ldquo;invitation  to act as an informer&rdquo; is in breach of the EU Charter of Fundamental  Rights and the Belgian constitution. The Brussels daily evokes the anger  of Francophone politicians, who deplore: </p>
<blockquote><p>...  the linguistic intransigence of Flemish authorities (Grimbergen is one  of many cases) that, in their bid to combat a decline in the use of  Dutch in municipalities around Brussels, have resorted to measures that  are anti-constitutional. Article 30 of the country&rsquo;s constitution  stipulates that outside of matters involving public administration and  the law, the choice of language is determined by individual  preference.</p>
</blockquote>
<p>What  appears to be a majority of the members of the Flanders regional  parliament supports the measure established by Marleen Mertens,  Grimbergen&rsquo;s CD&amp;V burgomeister. <a href="http://archives.lesoir.be/-un-exercice-de-langue-pour-l-8217-integration-_t-20111207-01PR1X.html">In an interview with <em>Le Soir</em></a>, she argues that the initiative is &ldquo;absolutely normal&rdquo; : </p>
<blockquote><p>If  I travel to Wallonia, I use French when shopping. The same applies in  Flanders. It&rsquo;s a language exercise. It encourages people to use Dutch to  facilitate their integration.</p>

<item><title>Belgium | A government, it's a start</title><link>http://www.presseurop.eu/en/content/news-brief/1253971-government-it-s-start</link><description><![CDATA[<p>&ldquo;At last,&rdquo; exclaims the front page of <em>De Standaard</em>: the Di Rupo I government is to be sworn in on 6 December, in the wake of 540 long days of crisis and negotiations. In a <a href="http://www.standaard.be/meningen/commentaar/index.aspx">comment piece</a>,  the Flemish daily deplores the fact that the team that will take office  along with the Prime Minister, Francophone socialist Elio Di Rupo, &ldquo;is  barely different from the one that preceded it (...) There is only one  new appointment among the nine Francophone members: the Prime Minister  himself.&rdquo; But the advantage &ldquo;of all these veterans,&rdquo; is their &ldquo;extensive experience,&rdquo; points out the newspaper. </p>
<p>Rival daily<a href="http://www.demorgen.be/dm/nl/2462/2011/article/print/detail/1358621/Opsteker.dhtml"> <em>De Morgen</em> enthusiastically remarks</a>  that Belgians will no longer &ldquo;have to explain an incomprehensible  situation to non-Belgians: why, in the heart of Europe, &nbsp;so much energy  has been wasted on an &lsquo;excessively charged&rsquo; linguistic conflict.&rdquo; As for the Prime Minister,  &ldquo;the least that can be said is that hopes in Di Rupo are not riding  high,&rdquo; because the new government leader &ldquo;will do more than any other to  put the brakes on socio-economic reforms.&rdquo; </p>
<p>In the Francophone press, <em>La Libre Belgique</em> <a href="http://www.lalibre.be/actu/crise-politique/article/704696/edito-cent-jours.html">shares</a> the point of view voiced by De Standaard, while <a href="http://www.lesoir.be/debats/editos/2011-12-06/di-rupo-ier-accueilli-avec-espoir-mais-realisme-881748.php"><em>Le Soir</em> welcomes</a>  with &ldquo;hope but also with realism&rdquo; the new government made up of 12  ministers (6 Flemings and 6 Francophones) and nine secretaries of state,  which <a href="http://www.lesoir.be/actualite/belgique/elections_2010/2011-12-05/voici-le-gouvernement-di-rupo-ier-881551.php">is mainly composed of liberals</a>:</p>
<blockquote><p>The  initial reaction is an immense sigh of relief, now that Belgium has  found a way out of the most profound crisis in its history. However,  this is followed by a touch of annoyance: how did it take them 20 hours  to share out 18 ministerial portfolios? [the final count is: one Prime  Minister, six Francophone ministers, six Flemish Ministers and six  secretaries of state] [...]</p>
<p>Do  we have to remind these 13 men and six women who are going to reform  the country that time is running out. Two and half years is a very short  period in which to clean up public finances, adapt our socio-economic  model to the realities of the 21st century and implement the reform of  the state. Suffice it to say that if each decision results in a one or  more sleepless nights for the Di Rupo government, failure will be  inevitable.</p>

<item><title>Debt crisis | Savers rally to patriotic call</title><link>http://www.presseurop.eu/en/content/news-brief/1229451-savers-rally-patriotic-call</link><description><![CDATA[<p>Will savers prove to be the ultimate defence against the crisis? <a href="http://www.latribune.fr/actualites/economie/international/20111129trib000667434/les-epargnants-dernier-rempart-contre-la-crise-.html">wonders <em>La Tribune</em></a>,  which reports that &ldquo;amid demands for the re-nationalisation of European  debts, the idea of appealing to national solidarity has gained ground  in recent months.&rdquo;</p>
<blockquote><p>Last  week, the Belgian government, which has had to contend with an abrupt  increase in the cost of obtaining finance from the markets, launched a  well-advertised campaign to sell government bonds to the country&rsquo;s  population. [&hellip;] At the height of the political crisis, the main goal of  the exercise was to demonstrate the unity of the Belgian population to  the markets.</p>
</blockquote>
<p><a href="http://www.lalibre.be/economie/actualite/article/703043/bons-d-etat-1208-milliard-d-recoltes-en-3-jours.html">For <em>La Libre Belgique</em>,</a>  which leads with the front-page headline, &ldquo;Government bonds: everyone  wants the five-year issue,&rdquo; the initiative has been a &ldquo;heaven-sent&rdquo;  success. The newspaper enthusiastically points out that the threshold of two billion invested is now in sight,  and notes that it is the five-year government bond, offering a 4% rate  of interest, which has proved to be the most successful. <em>La Libre</em>  adds that the issue, launched on the 24, 25 and 28 of November &ldquo;was  boosted by a call for Belgians to save voiced by Prime Minister Yves Leterme who tendered his resignation in 2008.&rdquo;</p>
<p>In Italy, <a href="http://www.corriere.it/economia/11_novembre_28/massaro-primo-btp-day-titoli-senza-commissioni_e10e5728-198a-11e1-8452-a4403a89a63b.shtml"><em>Corriere della Sera</em> reports</a> that &ldquo;BTP day&rdquo; (government bonds day), which was held on 28 November, was a  major success in the drive to combat speculation. With yields of more  than 7%, the three- and ten-year bonds offered attractive terms, and the  initiative was facilitated by the banks&rsquo; decision to cut commission  costs. &ldquo;The goal is to send a strong message of commitment,&rdquo; commented  the Italian bankers association (ABI), quoted by the Milan daily. The  purchase of bonds by private individuals &quot;can be seen as an important  demonstration of the confidence Italians still have in their country.&quot; A  further &ldquo;BTP day&rdquo; is planned for 12 December.</p>
<p>However, in France, which runs the risk<a href="http://www.latribune.fr/actualites/economie/france/20111128trib000667230/d-ici-dix-jours-le-triple-a-francais-risque-de-se-retrouver-sous-perspective-negati"> of losing its AAA rating</a>, the population appears reluctant to fly to the rescue of the country&rsquo;s finances, <a href="http://www.latribune.fr/actualites/economie/france/20111128trib000667249/moins-d-un-epargnant-francais-sur-trois-pret-a-investir-dans-la-dette-de-l-etat-.html">reports</a> La Tribune.  According to a survey conducted by Harris Interactive JOL Press, less  than a third of respondents said they were ready to buy French debt  offered at rates equivalent to those available on the markets: </p>
<blockquote><p>We  might have assumed, amid an atmosphere of national crisis marked by the  President and the Prime Minister&rsquo;s constant references to 1945 and the  &quot;war&quot; against the markets, that the French population would be more  motivated. Exit the hope of a major bond sale to the people, which  Nicolas Sarkozy momentarily seemed to favour last year... </p>

<item><title>Debt Crisis | Belgium under the tutelage of Brussels?</title><link>http://www.presseurop.eu/en/content/news-brief/1204921-belgium-under-tutelage-brussels</link><description><![CDATA[<p>&quot;EU ups pressure on &nbsp;Belgium,&quot; <a href="http://www.demorgen.be/dm/nl/3625/De-Formatie/article/detail/1352150/2011/11/23/EU-vergroot-druk-op-Belgie.dhtml">headlines <em>De Morgen</em></a>.  The Flemish newspaper writes that &quot;at a time when negotiations on the  formation of a government are suspended, the European Commission is once  again insisting in its <a target="_blank" href="http://ec.europa.eu/europe2020/pdf/ags2012_en.pdf">Economic Growth Survey 2012</a> on the need for structural reforms.&rdquo;</p>
<p>The  Brussels daily explains that the report deals with Europe in general  and is not exclusively focused on Belgium. For example, it points out  that &quot;without a convincing response to the euro crisis, the economic  situation of the EU will deterioriate rapidly&quot;  &ndash;  an observation which  highlights the fact that time is running out for Belgium, which has been  without a government for almost 18 months.</p>
<p>The political crisis also affects the conomy, adds <em>De Morgen</em>:  the yield on Belgian debt has continued to climb and now exceeds 5%  &ndash;  a  situation judged to be &ldquo;worrying&rdquo; by Anne Leclercq of the national <a href="http://debtagency.be/">Debt Agency</a>. According  to Leclerq, &quot;last month, we were pulled down by France. When the  country came under pressure on financial markets, we were contaminated  too.&quot;</p>
<p>This is a concern that is shared by columnist Yves Desmet, who <a href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1352133/2011/11/23/Europa.dhtml">wonders</a>  if a pure and simple form of European tutelage would not be the best  the solution to the Belgian political crisis: &quot;every day, our  politicians demonstrate their incompetence in the fine art of taking  democratic decisions: that is, making compromises. <item><title>Belgium | Revolt to save the steel industry</title><link>http://www.presseurop.eu/en/content/news-brief/1056141-revolt-save-steel-industry</link><description><![CDATA[<p>Following the announcement of the definitive closure of the two blast furnaces in Liege on October 12 by the world's number-one steel producer, ArcelorMittal India, the latter has become &ldquo;the detonator of social fatigue&rdquo;, <a target="_self" href="http://www.lesoir.be/actualite/economie/2011-10-14/arcelormittal-le-conseil-d-entreprise-a-10h-869935.php">leads <em>Le Soir</em></a>. Out of the 3000 people employed by the ArcelorMittal group in Liege, one of the cradles of the European steel industry, some 600 will be directly affected by this closure. Belgian unions are mobilising to protest &ldquo;the gangsters&rsquo; methods&rdquo; of the group, which is expected to rake in more than three billion euros in profit this year.</p>
<p>Coming hard on the heels of the Dexia affair, the shut-down of Li&egrave;ge&nbsp; is a &ldquo;hard return to reality,&rdquo; <a target="_self" href="http://www.lesoir.be/debats/editos/2011-10-14/retour-sur-terre-dur-869921.php">notes the editor of <em>Le Soir</em></a>, B&eacute;atrice Delvaux: &ldquo;This Belgium, cut off from the world, was living as if our only problems on earth were how to split up a district [the BHV] and how to protect the Flemings from having to live with Francophones&hellip;. With Dexia, we are victims of a rogue financial capitalism that has lived off of bubbles, lies and deceptions and that has suddenly lost its footing.&nbsp; With Arcelor, we are being hit by the polar shift in growth around the world: an Indian group, capitalist after our own fashion, decided to wipe us off its map of production plants. <item><title>Belgium is dead, long live Belgium!</title><link>http://www.presseurop.eu/en/content/press-review/1049541-belgium-dead-long-live-belgium</link><description><![CDATA[<p>Along with a plan to divide the bilingual arrondissement of Bruxelles-Hal-Vilvorde (BHV), which led to a <a href="../../../../../../fr/content/news-brief-cover/952001-avancee-decisive-vers-un-gouvernement%20">breakthrough</a> in negotiations, the main points of the <a href="http://download.saipm.com/pdf/libre/FRtexte%20dirrupo.pdf">agreement</a>  are more federalism with greater autonomy for the country&rsquo;s regions  (Flanders, which represents more than 50% of federal resources,  Walloonia and Brussels Capital) in matters of taxation, social security,  employment policy and the administration of the highway code. The  duration of the federal government&rsquo;s mandate will also be extended from  four to five years to ensure that the country will no longer be subject  to permanently ongoing election campaigns.</p><div class="extract"><div class="intror"><p>&ldquo;<em>Mesdames, messieurs, nous avons un accord!</em>&rdquo;, <a href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1332413/2011/10/12/Eindelijk.dhtml" target="_self">headlines Dutch language newspaper <em>De Morgen</em></a>. The Flemish daily quotes the exact words of Di Rupo&rsquo;s announcement of the text negotiated with the probable members of a future coalition government. &ldquo;At last,&rdquo; writes the newspaper&rsquo;s political editor Steven Samyn -</p></div><img src="http://www.presseurop.eu/files/111012morgen_0.jpg" alt="" class="iquote" /><p class="quote">... surrounded by eight negotiators, the formateur declared: ‘We have an agreement that will enable our country to evolve and stabilise.’ And there is no better way of stating it. The sixth constitutional reform of the Belgian state will be an evolution, whose goal is to shift more of the heavy weight of the Belgian state onto its federal components, rather than a revolution.</p></div><div class="extract"><div class="intror"><p>&ldquo;At last!&rdquo; <a href="http://www.lalibre.be/actu/crise-politique/article/690692/en-un-mot-chapeau.html" target="_self">remarks in a similar vein <em>La Libre Belgique</em></a>. In the Brussels daily, columnist Francis Van de Woestyne tips his hat to &ldquo;the principal artisan of the negotiations, Elio Di Rupo&rdquo; -</p></div><img src="http://www.presseurop.eu/files/111012librebelgique_0.jpg" alt="" class="iquote" /><p class="quote">There’s no denying the energy, the patience, the ability to listen, and the creativity that he had to demonstrate to reach this point. Having desperately tried and failed to find a positive solution with [leader Flemish nationalist] Bart De Wever […], Elio Di Rupo had to make do with partners that were in many ways as fragile and unpredictable, as they were divided. It should be said that he was the only politician, in a country that ran the risk of breaking up under pressure from divisive and selfish forces, who had the capacity to bring together the North and the South as well as the left and the right.</p></div><div class="extract"><div class="intror"><p><a href="http://www.lesoir.be/debats/editos/2011-10-12/avec-ou-sans-la-belgique-869342.php" target="_self">For the <em>Le Soir</em>&rsquo;s leading columnist</a>, B&eacute;atrice Delvaux, the main winner in all of this is not di Rupo, but Belgium:</p></div><img src="http://www.presseurop.eu/files/111012lesoir_0.jpg" alt="" class="iquote" /><p class="quote">We have to bear in mind how hopeless the situation seemed. We will have to remember the many times when it appeared that all was lost — including Belgium, which only narrowly escaped extinction — in gauging the importance of this development. Belgium has to be the main winner by sole virtue of the fact that it is still on its feet and still ready to move forward. Yes, Belgium, but a Belgium that will no longer be the same: from now on its driving forces will be its regions and communities, and its survival in its current form is at best hypothetical. However, we should recognise that this old entity, which had flirted with its own extinction, has miraculously and ingeniously succeeded in transforming itself, through the patient and intelligent effort to re-establish equilibrium, and offer concessions to all sides. […] However, let there be no doubt about it: the constitutional reform will mark the end of federal Belgium as we know it. And many of us are convinced, even if they do not wish to be, that this is not the final scene in the film. In this regard, perhaps the main victor is the one politician that remains absent from the family photo presented by the negotiations, nationalist leader Bart De Wever, who has succeeded in convincing everyone of his principle point — that Belgium in its (current) manifestation no longer makes much sense.</p></div><div class="extract"><div class="intror"><p><a href="http://www.standaard.be/artikel/detail.aspx?artikelid=4L3GQJH1" target="_self">Finally in <em>De Standaard</em></a>, columnist Guy Tegenbos, remarks on the &ldquo;pretty&rdquo; name attributed to the reform, the &ldquo;Bow-Tie Agreement,&rdquo; which is largely at odds with its content:</p></div><img src="http://www.presseurop.eu/files/111012standaard_0.jpg" alt="" class="iquote" /><p class="quote">The Bow-tie Agreement that bow-tie wearer Di Rupo presented yesterday, is a typical Belgian state reform package. Just like the fifth package that preceded it, the sixth reform will include many pages of agreements. But there is no general line. The reform does not reflect a common vision, but was born from a clash of two visions which remain opposed on virtually every point. A great deal of effort was required to determine a list of pieces that would satisfy that both blocs. And then all of these were sewn together in a patchwork. […] Di Rupo has achieved his mission impossible, but the Belgium that will result from his endeavour will be neither wonderful nor exciting. What we will have is a Belgium 6.0. that is set to pave the way for Belgium 7.0. The case represents a new &ldquo;bone of contention&rdquo; in Belgian politics, writes the Flemish daily, as it pits the country's three regions (Flanders, Wallonia, Brussels-Capital) against the federal government. Led by the Minister-President of the Flemish Region, Kris Peeters, the regional leaders want Dexia split up into three parts (a Belgian part, a French part and a &ldquo;bad bank&rdquo; for &ldquo;toxic&rdquo; assets) in order to salvage the Belgian branch, which specialises in financing local governments. The project would have the support of both the Belgian and French shareholders but not that of the federal government, which is pushing for nationalisation of Dexia Bank Belgium. <a target="_self" href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1330180/2011/10/07/Verspreide-slagorde.dhtml">In <em>De Morgen</em></a>, the head of the politics pages, Steven Samyn, notes that &ldquo;with us, as usual, the battle is being fought in a shambling fashion,&rdquo; unlike with the French, who are &ldquo;generally well organised ... and that&rsquo;s the case today as well.... The Elys&eacute;e must be smiling as they listen in on the Belgo-Belgian discussions. They say that unity makes strength [the motto of Belgium]. The Flemish daily explains that on 4 October, representatives of Paris and Brussels held an emergency meeting to discuss a rescue plan for the Franco-Belgian bank, which is in difficulty for the second time in three years. The two countries have agreed to divide the bank in two, thereby creating a &quot;bad bank&quot; which will retain toxic assets (Greek and Italian loans and American mortgages). The Editor of De Standaard, Bart Sturtewagen, wonders why &ldquo;the three years that have gone by were not sufficient&nbsp; to enable us to avoid yet another pressing banking crisis:&rdquo;</p></div><img src="http://www.presseurop.eu/files/Standaard-05092011-100.jpg" alt="" class="iquote" /><p class="quote">We knew that Dexia was a zombie bank, which was faced with deep structural challenges. An unbalanced Franco-Belgian marriage that was too vulnerable to the vicissitudes of the interbank market to be safe. A bank whose healthier businesses […] would never have encountered any problems if the rules of the game had been respected. […] Dexia is only the tip of the iceberg. Since the start of the banking crisis, all we have done is to reassign financial institutions’ debts to governments. To avoid a systemic crisis, we tried to spare banks and their shareholders, in the hope that a massive influx of cheap money would give banks sufficent time to reinforce their capital structure. [...] We have come as far as we can with this, and the next part of the story is going to be written in blood red ink.</p></div><div class="extract"><div class="intror"><p><img hspace="10" align="left" alt="" src="http://www.presseurop.eu/files/images/inline/Figaro-05102011.jpg" />How did it come to this? Having borrowed on cheap short-term markets to offer more expensive long-term finance in the form of toxic financial products, Dexia embarked on &quot;a frenzy of acquisitions, buying up business and even portfolios of businesses. In Spain, Italy, Japan and the United States&hellip; it bought wherever it could,&quot; <a target="_self" href="http://www.lefigaro.fr/societes/2011/10/04/04015-20111004ARTFIG00716-la-chute-d-une-banque-qui-revait-de-conquerir-le-monde.php">points out <em>Le Figaro</em></a>. in so doing, Dexia created &ldquo;a monstrous speculative position on lending rates.&rdquo; In October 2008, Dexia, like &quot;a hormone doped bullock, was taken by surprise,&quot; writes the daily. And the Eurozone crisis has finally caused the collapse of what was an extremely fragile edifice, but fortunately a &ldquo;very rare&rdquo; one.</p></div><img src="http://www.presseurop.eu/" alt="" class="iquote" /></div><div class="extract"><div class="intror"><p><a target="_self" href="http://www.lesechos.fr/opinions/edito/0201676719852-mort-d-un-zombie-228727.php">For <em>Les Echos</em></a>, the restructuring of Dexia will have a major impact on the credibility of the member states concerned:</p></div><img src="http://www.presseurop.eu/files/Echos-05102011-100.jpg" alt="" class="iquote" /><p class="quote">No matter how grave its past sins, the Dexia scandal could have been resolved three years ago. For that, the French and Belgian states would have had to take the knife out in 2008. But they preferred to give more and more time, and they were not alone in this approach. Several European states adopted a similar strategy. Three years down the line, most of these institutions (in countries like Spain, Germany, and Italy...) have yet to recover. They survive like zombies feeding on credit from the ECB, and undermine confidence in the entire European banking sector. . […] And the problem is that in the meantime, the financial crisis has become a sovereign debt crisis. BHV was the most symbolic obstacle in the talks,  between French and Flemish speakers, aimed at moving the country out of a  political impasse. However, the head of <a target="_self" href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1319243/2011/09/15/Kaakslag.dhtml"><em>De Morgen</em>&rsquo;s political section </a><a target="_self" href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1319243/2011/09/15/Kaakslag.dhtml">Steven Samyn</a>,  remains somewhat sceptical. &ldquo;Journalists are rushing things a little in  using the term &lsquo;historic&rsquo; [...] vehement discussions on financing  legislation, then on consolidating the State&rsquo;s finances or even the  problem of the right of asylum are still to come;&rdquo; he notes.</p>
<p>As  for the French language press, it also unanimously hails the agreement.  &ldquo;Historic? Historic!&rdquo; <a target="_self" href="http://www.lesoir.be/debats/editos/2011-09-15/le-prix-de-la-raison-et-du-courage-863278.php">gleefully says the editor in chief of <em>Le Soir</em></a>,  B&eacute;atrice Delvaux. &ldquo;French and Dutch speaking parties have concluded an  agreement on the division of a voting district that felled governments,  Prime Ministers, that led to the crushing birth of a nationalist party  [New Flemish Alliance or N-VA, excluded from the talks] and which  brought the country to the brink of implosion,&rdquo; she says, adding, &ldquo;So  yes, the fact that these parties have finally found that famous &lsquo;deal&rsquo;  on BHV is history&rdquo;. But Francis Van de Woestyne,  leader writer for <a target="_self" href="http://www.lalibre.be/actu/crise-politique/article/685402/edito-au-suivant.html"><em>La Libre Belgique</em> is more cautious</a>. &ldquo;It&rsquo;s now time to  move on to the following issues,&rdquo; he stresses and warns that &ldquo;This  accord on BHV, it will be easy to repudiate it&rdquo;.<em></em></p>

For his party, the  Flemish Christian Democrats (CD&amp;V), this is another &ldquo;blow in just a  few weeks,&rdquo; after the announced departure from the government of Inge  Vervotte, Minister for the Civil Service and Public Works. According to the Brussels daily, the exodus has been prompted by  &ldquo;Moroccans who do not want their children in the same class as East  Europeans.&rdquo; For Antwerp University professor Paul Mahieu, who studies  segregation in primary education, schools are faced with a &ldquo;black  flight&rdquo; that is comparable to the more well known &nbsp;phenomenon of &ldquo;white  flight,&rdquo; in which parents from the indigenous population withdraw their  children from schools with a large proportion of students from foreign  backgrounds. </p>
<p>&ldquo;The flight mechanism&rdquo; is triggered when the threshold of  30% students from foreign backgrounds is exceeded, and this threshold is  50% for the parents of <a href="http://en.wikipedia.org/wiki/Allochtoon">allochtoons</a>,&rdquo;  explains Paul Mahieu. The researcher believes that the issue is first  and foremost a psychological one, because &ldquo;parents are convinced that  teaching is of a higher standard in schools with a high proportion of  students from the indigenous population.&rdquo; He further warns that the  phenomenon of flight from schools, which is set to continue, could  contribute to social problems. With more than 85 declared cases per month since the start of this year, there will be more than 1,000 deaths by euthanasia in 2011, as opposed to 954 in 2010. The largest group among those who exercise the right to die are men in the 60-79 age group, and 80 per cent of cases involve patients who have been treated for cancer.</p>
<p>Another &quot;bizarre&quot; fact highlighted by the statistics is that 84% of euthanasia cases are reported in Flemish, &quot;which indicates that Francophone doctors are 'declaring' fewer cases or are less likely to 'practice' euthanasia.&quot; The state monitoring agency is reluctant to draw conclusions, but wonders about the impact of &quot;information made available to the public and doctors, as well as socio-cultural differences, and differences in medical care for the terminally ill.&quot;</p>

Because it has never before made such recommendations, this  is &ldquo;something new in European economic governance, introduced to avoid a  repetition of the &lsquo;Greek tragedy&rsquo; of public finances and to stop  [Member States from applying] policies that are too frivolous and costly  to everyone,&rdquo; <a target="_self" href="http://www.lastampa.it/_web/cmstp/tmplRubriche/editoriali/gEditoriali.asp?ID_blog=25&amp;ID_articolo=8829&amp;ID_sezione=&amp;sezione=">economist Mario Deaglio explains</a> in the Italian daily, <em>La Stampa</em>.</p>
<p>The recommendations are made within a particularly  difficult economic framework, Deaglio notes. &ldquo;If public debt is not  reduced, there is no growth. Without growth, the reduction of public  debt is enough to push the economy towards a new recession,&rdquo; he  explains. Yet Brussels has chosen to &ldquo;come down hard on the brake of  rigour,&rdquo; he says. What the Commission is saying in substance, he added,  is &ldquo;we don&rsquo;t want to impose austerity to the Europeans, but it is a fact  that excessive public spending is limiting our growth potential&rdquo;. The  Commission deems that the government plans submitted &ldquo;lack ambition&rdquo; or  are &ldquo;too vague,&rdquo; and it suggests a series of priorities: raise the  retirement age; cut back on early retirements; link wages to  productivity; cut red-tape for businesses and provide research and  development aid. &ldquo;It&rsquo;s good in principle, especially for someone who  isn&rsquo;t accountable to the voters, but the application of these rather  noble resolutions is very difficult for governments faced with rising  unpopularity,&rdquo; Deaglio says. He notes that the Commission is  &ldquo;particularly severe with Italy,&rdquo; seen as &ldquo;the key country for the  strength of the euro&rdquo;.</p>
<p>Another key country is Spain, where the Commission&rsquo;s recommendations received a rather chilly reception. For Spanish daily <em>La Raz&oacute;n</em>,  they &ldquo;seem neither sound nor opportune,&rdquo; because they would &ldquo;unleash an  inflationary process with lethal consequences for an economy in  stagnation such as Spain&rsquo;s&rdquo;.</p>
<p>The Commission is harsh also with Belgium, which  is asked to quickly reform nothing less than its economic structure,  notes Brussels daily <em>De Morgen</em>. For the paper, the EU has  squarely placed &ldquo;another bomb under the formation of the government.  Although, a year after the legislative elections the parties are still  negotiating the formation of the executive, the Commission&rsquo;s  recommendations come and disrupt the talks. According to another daily, <em>De Standaard</em>,  they have even &ldquo;struck at the heart&rdquo; of Elio Di Rupo, the Francophone  Socialist charged with forming a new government. The leader of the francophone Socialist Party (PS)&rdquo;, reads the statement from the Palace, &ldquo;will try to &ldquo;form a government and take all useful initiatives to that end&rdquo;. &ldquo;It&rsquo;s a symbolic step,&rdquo; adds the Brussels daily. &ldquo;This is the first time a person has been appointed and given the task of forming a new executive. But the job of the francophone winner of the elections [of 13 June 2010] remains daunting&rdquo; and &ldquo;nearly an impossible mission&rdquo;, headlines <em>Le Soir</em>: &ldquo;Nine months we have waited for this!&rdquo; <a href="http://www.lesoir.be/debats/editos/2011-05-17/une-mission-quasi-impossible-840437.php">writes V&eacute;ronique Lamquin.</a> &ldquo;Appointing a formateur is a huge step forward&rdquo;. It does, nonetheless, leave the writer &ldquo;puzzled and sceptical&rdquo; as she contemplates the differences between the N-VA [New Flemish Alliance, front runners in the north of the country] and the PS on subjects as diverse as justice, asylum and pensions: Di Rupo&rsquo;s task, in essence, is to reconcile the irreconcilable. &ldquo;For that reason,&rdquo; the editorialist concludes, &ldquo;optimism, frankly, doesn&rsquo;t have much wriggle room.&rdquo;</p>
<p>Even less so on the Flemish side, where the Flemish daily <em>De Morgen</em> leads with a more definite &ldquo;Mission Impossible&rdquo; for Di Rupo. The German weekly publishes a number of writers, who, in spite of their aristocratic backgrounds, insist that &ldquo;nobility is destructive.&rdquo; Sociologist, politician and Green party co-founder, <a target="_self" href="http://www.freitag.de/wochenthema/1117-adel-vernichtet">Jutta Ditfurth, explains</a> why she gave up her title. A journalist, who describes herself as &ldquo;nobody&rsquo;s subject,&rdquo; gives an overview of the situation in Europe, which still has 11 monarchs. With 15 members of the Commonwealth under the rule of the Queen of England, &ldquo;most of the world&rsquo;s 42 monarchies are European.&rdquo;</p>
<p>Royal families, who &ldquo;like to present themselves as in touch with ordinary people, still have much greater privileges than their subjects,&ldquo; <a target="_self" href="http://www.freitag.de/wochenthema/1117-gnade-der-geburt">points out the magazine</a>. And taxpayers continue to pay &ldquo;110 million euros per year, according to a Dutch 2009 study,&rdquo; to keep them in the style to which they are accustomed. <item><title>Belgium | What&#039;s another year without government?</title><link>http://www.presseurop.eu/en/content/news-brief/614001-whats-another-year-without-government</link><description><![CDATA[<p>Since  22 April 2010 and the resignation of Prime Minister Yves Leterme,  Belgium has been ruled by a caretaker government, while the French and  Flemish parties have been unable to reach agreement on power sharing  between the two communities. The Belgian press has responded with  exasperation to the anniversary of the ongoing political crisis. &ldquo;A year  without a government, and a newspaper without politicians,&rdquo; <a href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1254197/2011/04/22/Vierkant.dhtml" target="_self">headlines </a><a href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1254197/2011/04/22/Vierkant.dhtml" target="_self"><em>De Morgen</em></a>.  The newspaper&rsquo;s editorial explains: &ldquo;Political reporting has always  been one of the mainstays of this newspaper, but in the wake of 12  months of stagnation, we are deliberately publishing a newspaper that  does not give the politicians an opportunity to express their views.&quot; It  continues, &quot;It  is not a matter of denigrating the importance of politics, but because  there has enough fumbling over the last 12 months, and now it&rsquo;s time to  act.&rdquo;</p>
<p>Only one of the country&rsquo;s dailies devotes its front page to the shabby anniversary. &ldquo;Nonetheless it still works,&rdquo; <a href="http://www.lesoir.be/debats/editos/2011-04-22/ce-pays-a-t-il-encore-un-sens-bis-835981.php" target="_self">announces </a><a href="http://www.lesoir.be/debats/editos/2011-04-22/ce-pays-a-t-il-encore-un-sens-bis-835981.php" target="_self"><em>Le Soir</em></a>.  However, the French daily regrets that &ldquo;a new more efficient,  structured and pacified Belgium has not been born out of this chaos. <item><title>Belgium | Fraudsters from east caught red-handed</title><link>http://www.presseurop.eu/en/content/news-brief/611391-fraudsters-east-caught-red-handed</link><description><![CDATA[<p><a href="http://destandaard.be/artikel/detail.aspx?artikelid=VT395FT2">According to <em>De Standaard</em>,</a> &ldquo;the crackdown on fraud by eastern Europeans is bearing fruit.&rdquo; Each month about 250 eastern Europeans, particularly Romanians, Poles and Bulgarians, are registering as &ldquo;independent workers&rdquo; with Belgium&rsquo;s National Institute for the Social Security of the Self-employed (NISSE). The status of independent worker gives them the right to stay in Belgium for more than three months. More importantly, according to the newspaper, it gives them the right to welfare. Since 1 October 2010, however, NISSE has been checking up on whether the registrants are actually active as independent workers. <item><title>Belgium-Spain | Indebted states feel increased market heat</title><link>http://www.presseurop.eu/en/content/news-brief/606561-indebted-states-feel-increased-market-heat</link><description><![CDATA[<p>&ldquo;Debt crisis intensifies,&rdquo; <a href="http://destandaard.be/artikel/detail.aspx?artikelid=JK3924MS">headlines <em>De Standaard</em></a>.  On 18 April, Belgium borrowed 2.95 billion euros at interest rates that  at one point in the day reached 4.4%, a two-year record high. &ldquo;The rate  is lower than the one for Greek debt which has shot up&rdquo; to 20% for  3-year bonds, remarks the daily. The problem is that &ldquo;the spread between  Belgian and German debt has suddenly widened at a time when market  sentiment has been characterised by anger and mistrust.&rdquo; Quoted by the  daily, the chief economist at ING explains &ldquo;<a href="../../../../../../en/content/news-brief-cover/457141-markets-mistrustful-belgium">for the second time</a>  this year, Belgium has auctioned sovereign bonds at a moment of  nervousness for the markets,&rdquo; and remarks that the timing for the issue  of 10-year bonds was particularly bad. Belgium has already issued 17.3  billion euros of the 34 billion of <a href="http://debtagency.be/Pdf/procedure_olos_fr.pdf">linear bonds</a> that it intends to raise this year.</p>

The previous day, the prince did indeed &ldquo;hold a meeting to plead the cause of Libyan diplomats in Brussels who wanted to overthrow the ambassador, who has remained loyal to Colonel Gaddafi.&rdquo; There&rsquo;s just one problem: these schemes went ahead without the knowledge of the Belgian government or the king. Hardly the first blunder of &ldquo;Lawrence of Africa&rdquo;, who, the Brussels daily notes, &ldquo;was involved in an outlandish escapade in the Democratic Republic of Congo in mid-March&rdquo; and recently even had &ldquo;business relations with the [Gaddafi] regime.&rdquo; The Flemish daily <a target="_blank" href="http://www.demorgen.be/dm/nl/5036/Wetstraat/article/detail/1247182/2011/04/07/Laurent-contract-naleven-of-dotatie-kwijt.dhtml"><em>De Morgen </em>recalls</a> that in 2008 the Belgian Premier, Yves Leterme, wrote the prince a letter asking him to honour certain rules. &ldquo;Because of Laurent&rsquo;s disobedience, the government will make him an offer he will have to take, or leave. The Belgian authorities have given their approval to the <a href="http://www.belgoprocess.be/eng/AboutUs.htm">Belgoprocess</a> company to treat 120 tons of medical waste produced by the German company <a href="http://www.nuclitec.de/en/company/">Nuclitec</a>. The waste, which will be incinerated without changing its levels of radioactivity, is then to be sent back to Germany, where it will be stored. According to the Belgian newspaper, &ldquo;This marks the first time in more than 20 years that such a quantity of radioactive waste will be imported into Belgium.&rdquo; The newspaper notes that the &ldquo;Transnuclear scandal&rdquo; of 1998 had made it impossible till now to import and export radioactive waste. The remaining 20 percent of their income is obtained from local authorities. The stereotypical view of &quot;a cultural sector that is mainly funded by the state is therefore false, even if grants do play a very important role in enabling the sector to generate its own revenue,&quot; explains <em>De Standaard</em>. The publication of the study has been timed to coincide with the presentation of the <a href="http://www.kunstenenerfgoed.be/ake/view/nl/699788-Kunstendecreet.html">criteria for the subvention of the cultural sector</a> pour 2013-2016 by the Flemish government on 4 April.
