                <language>en</language><item><title>Central Europe | Democracy in decline</title><link>http://www.presseurop.eu/en/content/news-brief/1694491-democracy-decline</link><description><![CDATA[<p>&ldquo;A  setback for democracy in Eastern Europe,&rdquo; <a href="http://diepresse.com/home/politik/aussenpolitik/743378/Rueckschlag-fuer-Osteuropas-Demokratie" target="_self">leads <em>Die Presse</em></a>, using  terms like &ldquo;dramatic&rdquo; and &ldquo;explosive&rdquo; to describe the results of the  latest <a href="http://www.bti-project.org/home/index.nc" target="_self">Transformation Index</a> from the Bertelsmann Foundation, which  tracks the evolution of democracy and the market economy in 128  countries.</p>
<p>&ldquo;Most  countries in central, eastern and south-eastern Europe have seen  qualitative losses in their democracies, their market economies and  their political management in recent years,&rdquo; says the foundation, which  is very close to business circles. It attributes the change to political  polarisation and some leaders&rsquo; hunger for power. <item><title>Winter ceasefire | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/440391-winter-ceasefire</link><description><![CDATA[<p>In a year of sound and fury marked by the virtual bankruptcy of Greece and the <a target="_blank" href="http://www.presseurop.eu/en/content/topic/395631-irish-crisis">Irish crisis</a>, Europe spent most of 2010 fearfully wondering if its <a target="_blank" href="http://www.presseurop.eu/en/content/topic/210321-trouble-eurozone">currency was going to survive</a>. National governments responded by announcing austerity measures that will likely be with us for many years to come, and by committing to an unprecedented European Stability Mechanism. As time went on, Germany appeared to be on the verge of setting aside the principle of solidarity between European states, <a target="_blank" href="http://www.presseurop.eu/en/content/article/340661-just-how-far-will-france-go">France deported thousands of Roma</a>, the extreme right took 20 seats in the <a target="_blank" href="http://www.presseurop.eu/en/content/article/342361-far-right-enters-parliament">Swedish parliament</a> and secured a behind the scenes deal with the <a target="_blank" href="http://www.presseurop.eu/en/content/news-brief-cover/351211-wilders-pulls-strings">Dutch government</a>.</p>
<p>In Poland, grief over the loss of the country&rsquo;s political elite in a second <a target="_blank" href="http://www.presseurop.eu/en/content/article/287571-tale-two-polands">Katyn tragedy</a> degenerated into a quarrel about where to bury its deceased president, Italy was forced to contend with the ridicule of yet another <a target="_blank" href="http://www.presseurop.eu/en/content/article/430471-there-s-no-getting-rid-berlusconi">Berlusconi sex scandal</a>, while in Hungary, the nationalist right moved to <a target="_blank" href="http://www.presseurop.eu/en/content/news-brief-cover/437411-budapest-cracks-down-press">lim</a><a target="_blank" href="http://www.presseurop.eu/en/content/news-brief-cover/437411-budapest-cracks-down-press">it freedom of speech</a>.</p>
<p>In short, it has been a chaotic year for Europe, which is struggling to compete with a developing world that may be less democratic but is consistently more dynamic. And it has been a difficult twelve months for the EU, which appears destined to play <a target="_blank" href="http://www.presseurop.eu/en/content/article/360781-europes-fading-voice-human-rights">an increasingly marginal role in international affairs</a>.</p>
<p>In the light of all of this grim news, it is time to take a fresh look at where Europe is going. With this in mind, we have invited a selcetion of ten European authors and analysts, including well-known writers and new voices, to write about their vision of Europe, and their understanding of how ongoing events will affect their lives and the future of all European citizens.&nbsp;</p>
<p>Between Christmas and the New Year, while the members of the international team at Presseurop scatter across the continent for the holiday season, we will be publishing articles by Arnon Grunberg (Netherlands), Fernando Savater (Spain), Paweł Świeboda (Poland), Thomas Brussig (Germany), Gon&ccedil;alo M. Tavares (Portugal), Philippe Perchoc (France), Petra Hůlov&aacute; (Czech Republic), Mircea Vasilescu (Romania), Tim Parks (UK) and Loretta Napoleoni (Italy), which will hopefully inspire you with another view of Europe. The Belgian daily believes that the <a target="_blank" href="http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//TEXT+IM-PRESS+20101006IPR85242+0+DOC+XML+V0//EN">waiving of the visa requirement for Albanians in December</a> will prompt a surge in the number of migrants entering the Schengen Area: &ldquo;One third of the country&rsquo;s population [1.3 million people] have applied for passports in order to travel to the European Union.&rdquo; Belgian authorities are particularly concerned because the number of asylum seekers there already stands at four times the European average. Only Sweden and Cyprus have higher figures. Worse still, Belgium does not have a stable national government. <a target="_blank" href="http://www.demorgen.be/dm/nl/2462/Standpunt/article/detail/1174630/2010/10/26/Asiel.dhtml">As <em>De Morgen</em> explains</a>, the problem has been exacerbated by &ldquo;the total lack of a policy&rdquo; on asylum, which could end in &ldquo;all kinds of inhuman consequences&rdquo;.</p>

If &ldquo;it wants to join by 2012&rdquo;, <a title="says the Slovenian daily Delo" href="http://www.delo.si/clanek/90247" id="tu0a">says the Slovenian daily <em>Delo</em></a>, Croatia had better redouble its efforts &ldquo;to wipe out the canker of corruption, personified by the governing Croatian Democratic Union and its cronies&rdquo;. Meanwhile, the former Yugoslav Republic of Macedonia (FYROM) &ldquo;is ready to begin accession negotiations, which would put it on a par with Croatia and Turkey.&rdquo; As to the latter, the Commission has reiterated its qualms about Ankara&rsquo;s respect for human rights and, for the first time, notes <a title="EUobserver" href="http://euobserver.com/9/28831" id="xsa4"><em>EUobserver</em></a>, denounced threats to freedom of the press there in light of the &euro;2.2 million tax fine meted out to the Dogan Yayin media group. <item><title>EU enlargement | Auditors find &quot;black hole&quot; of the Balkans</title><link>http://www.presseurop.eu/en/content/news-brief/116391-auditors-find-black-hole-balkans</link><description><![CDATA[<p>Commenting on a report presented to the European Commission on 13 October,&nbsp;<a id="3j" href="http://www.trouw.nl/digitalekrant/TR/20091014___/1_008/article5.pdf" title="Trouw notes"><em>Trouw</em> notes</a> that the <a id="b-pi" href="http://eca.europa.eu/portal/pls/portal/docs/1/3084300.PDF" title="European Court of Auditors has found">European Court of Auditors claims</a> that a&nbsp;large number of cooperation projects funded by the European Union in the western Balkans &quot;have had no long-term impact.&quot;&nbsp;In the columns of the daily, Dutch auditor Maarten Engwirda theorises that the inefficiency of projects designed to develop the justice systems of countries that are candidates for future membership of the EU (Bosnia-Herzegovina, Serbia, Macedonia, Albania and Montenegro) is &quot;mainly due to a lack of commitment&quot; on the part of the national governments concerned. As proof, the report cites the example of computers purchased with Commission funds for the Albanian police force, &quot;which remained in their packaging for eight months before being delivered to their final users.&quot; According to Engwirda, the Court of Auditors &ndash; hot on the heels of such shock revelations - will shortly be bringing all its scrutinising skills to bear on the use of funds in Turkey.
