                <language>en</language><item><title>End of the line | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/590491-end-line</link><description><![CDATA[<p>A certain nostalgia is emerging for the days when Javier Solana, the EU&rsquo;s elusive high representative for foreign affairs and security, was in charge. He, at least, was seen from time to time, at international meetings and the Eurospeak-laden press conferences he &lsquo;hosted&rsquo;. The&nbsp;European External Action Service <a href="http://www.presseurop.eu/en/content/article/506921-lady-ashton-misses-boat" target="_self">was created over three months ago</a> to provide the EU the unified voice it lacked and its boss, Catherine Ashton has been remarkably&hellip;<a href="http://www.presseurop.eu/en/content/article/580901-saving-private-ashton" target="_self">absent</a>. Absent &ndash; or overshadowed by other European leaders &ndash; in the changing Arab world, absent in Japan, absent in Libya and absent in Lampedusa. What needs to happen for Ms Ashton and the EEAS to come out of the woods? A war in its own backyard? The invasion of the UK?</p>
<p>Member states, who of course chose Ms Ashton to act exactly as she has, each follow their own agenda &ndash; the creation of <a href="http://www.presseurop.eu/en/content/news-brief-cover/374691-napoleons-last-laugh" target="_self">a joint army</a> by France and the UK, who <a href="http://www.presseurop.eu/en/content/article/578381-paris-and-london-torpedo-eu-foreign-policy" target="_self">together sought UN approval</a> to take action against Muammar Gaddafi in Libya, and France&rsquo;s recent military action alongside Alassane Ouattara&rsquo;s troops in Ivory Coast are two recent examples among many.</p>
<p>Let&rsquo;s face it: taxpayer money spent on the EEAS is money thrown out the window. The service&rsquo;s &euro;570 million annual budget for civil, military and humanitarian action &ndash; action yet to be seen &ndash; could be spent more effectively. Timid and voiceless, the service discreetly bows out to the Union&rsquo;s national governments, which defend their own turf. This despite the fact that timidity, Lady Ashton, was not among the principles brandished by the EU&rsquo;s founding fathers!</p>
<p>The EU can either accept this shortcoming and adapt &ndash; by abandoning its pursuit of a common foreign policy worthy of the name &ndash; or say no, and take a new approach. European diplomacy boarded a train which until now has taken it nowhere, conducted by an engineer who, lacking in courage and initiative, should hand over the controls to a more inspired candidate before the train reaches the station. <item><title>Diplomacy | Lady Ashton finally finds Haiti on map</title><link>http://www.presseurop.eu/en/content/news-brief/201311-lady-ashton-finally-finds-haiti-map</link><description><![CDATA[<p>Nearly 50 days after the earthquake which caused more than 220,000 deaths in Haiti, <a href="http://ec.europa.eu/commission_2010-2014/ashton/index_en.htm" id="p1z7" title="Catherine Ashton">Catherine Ashton</a>&nbsp;is finally responding to criticism that she is not doing enough. The EU High Commissioner for Foreign Affairs will now visit Port-au-Prince on 3rd March,&nbsp;<a href="http://www.elpais.com/articulo/internacional/Ashton/ofrece/Chile/ayuda/UE/pide/olvide/Haiti/elpepiint/20100302elpepiint_6/Tes/" id="dgn9" title="reports El País">reports </a><em><a href="http://www.elpais.com/articulo/internacional/Ashton/ofrece/Chile/ayuda/UE/pide/olvide/Haiti/elpepiint/20100302elpepiint_6/Tes/" id="w2yk" title="reports El País">El Pa&iacute;s</a></em>.&nbsp;The Spanish daily notes that Ashton had previously justified her refusal to travel to the site of the disaster on the basis that her visit would take up &quot;valuable space when planes were unable to land.&quot; On 1 March, she announced that now is &quot;the right moment to go to Haiti.&quot; The announcement coincided with a pledge to send 3 million euros of emergency aid to Chile, which was also struck by an earthquake on 27 February. In its <a href="http://www.elpais.com/articulo/opinion/Inquietante/Ashton/elpepiopi/20100302elpepiopi_2/Tes/" id="j86q" title="editorial">editorial</a>, the Spanish daily describes Ashton's performance to date as &quot;worrying.&quot; Her &quot;first steps have been worse than disappointing,&quot; insists El Pa&iacute;s, which emphasises her &quot;failure to react&quot; to the humanitarian crisis in Haiti, where the EU has played &quot;no visible role.&quot;</p> (News in brief)]]></description><pubDate>Tue, 02 Mar 2010 14:05:17 +0100</pubDate><guid>201311</guid></item>
<item><title>Heroine seeks happy ending | Editorial</title><link>http://www.presseurop.eu/en/content/editorial/174941-heroine-seeks-happy-ending</link><description><![CDATA[<p>&quot;Would you say that you are optimistic about the future of the European Union?&quot; In October and November of 2009, 58% of Europeans in 30 different countries, who were <a id="gmw4" href="http://ec.europa.eu/public_opinion/archives/eb/eb72/eb72_fact_uk_en.pdf" title="questioned by Eurobarometer">questioned by Eurobarometer</a>, acknowledged that they were. An even greater majority (75%) were convinced of the need for the EU, which they see as &quot;indispensable in coping with global challenges.&quot; However, a hefty 46% of those same Europeans believe that the EU &quot;lacks new ideas and projects,&quot; and a dispirited 61% also thought that &quot;in the future, today's children will face a more difficult life than the one we have now.&quot;</p>
<p>These contradictory responses outline the portrait of a Europe that has much in common with the protagonist of a Bildungsroman: a heroine full of ambitions and contradictions, who battles with the trails and tribulations of a capricious destiny. In this roman-fleuve, those who look back with contentment on their recent history joyfully adhere to the values of the &quot;extended family.&quot; That is the case of the 57% of those questioned who affirm that they have benefited from their country's accession to the EU: the most satisfied being the Spanish, the French, and notwithstanding the current economic crisis  &ndash;  or perhaps because of it  &ndash;  the Irish. However, for other members of the clan (31%) the question of Europe is more likely to prompt a strained smile or even a hostile look, particularly among the Latvians and the British.</p>
<p>The question of who is to blame for these mixed feelings ought to remain a subplot, while the main theme should be the ongoing effort to reinforce the unity of the family. In its failure to respond in a truly collective manner to the 12 January earthquake in Haiti, the EU has missed a major opportunity to address the expectations and doubts of its citizens. But that is not to say that we should abandon all hope in common initiatives. At a time when fears for the future of the European car manufacturing business have highlighted the impact of the economic crisis, there are few doubts about where these are needed: 69% of Europeans believe that the restoration of economic prosperity should be &quot;the main priority for the European Union in the years to come.&quot;</p>

<item><title>Denmark | Muhammad caricaturist for Haiti</title><link>http://www.presseurop.eu/en/content/news-brief/174021-muhammad-caricaturist-haiti</link><description><![CDATA[<p><img vspace="5" hspace="10" align="right" src="http://www.presseurop.eu/files/images/picture/haiti-painting.jpg" alt="" />Danish public television channel TV2 has asked cartoonist <a id="qme-" href="http://www.bbc.co.uk/worldservice/news/2010/01/100119_danish_cartoonist.shtml" title="Kurt Westergaard">Kurt Westergaard</a>, author of the controversial Muhammad caricatures in 2005, to produce a drawing to be auctioned off for the benefit of child victims of the earthquake in Haiti. But the plan nearly aborted, <a id="f_bo" href="http://politiken.dk/indland/article884274.ece" title="recounts the Danish daily Jyllands-Posten">recounts Danish daily <em>Jyllands-Posten</em></a>, when the online auction house <a href="http://www.lauritz.com/default.aspx?LanguageId=2" target="_blank">Lauritz.com</a> refused to sell the work. Lauritz.com, which justified its refusal in the interest of staff security &ndash; Westergaard has in fact narrowly escaped several assassination attempts &ndash;, has been widely criticised, even by the Danish government. Now the drawing has finally been put on the market by the <a id="xtuf" href="http://www.galleri-draupner.dk/" title="Draupner gallery">Draupner gallery</a>, which has been working with Westergaard for many years. <item><title>Haiti | EU reaction-time criticized</title><link>http://www.presseurop.eu/en/content/news-brief/170261-eu-reaction-time-criticized</link><description><![CDATA[<p>According to Belgian Development Minister <a id="j80m" href="http://www.charlesmichel.be/" title="Charles Michel">Charles Michel</a> of the <em>Mouvement R&eacute;formateur</em> (MR), the European ministerial meeting to discuss emergency aid for Haiti scheduled for Monday 18 January will be held &quot;too late.&quot; The main subject of the meeting announced by the EU's High Representative for Foreign Affairs, Catherine Ashton, will be the medium and long-term provision of aid, however, <a id="fhf5" href="http://www.standaard.be/artikel/detail.aspx?artikelid=DMF20100115_004" title="De Standard quotes"><em>De Standard</em> quotes</a> a radio interview with Michel in which he insists that the current crisis requires &quot;immediate technical&nbsp;coordination in the field.&quot;&nbsp;The chaotic situation in the country, the large number of planes arriving with supplies and the devastation of infrastructure have made the coordination of aid to Haiti extremely difficult.</p>
