"The Minister for Transport has finally understood why there are not enough motorways in Romania," reports Gândul. "The culprits are wolves in heat, stressed-out bears and toads," explains the front page of the Bucharest daily. Authorities are obliged to take into account the comfort of these species to obtain Environment Ministry approval for every road building project. Historical remains are another ongoing problem. "As soon as we announce a project, dozens of archaeological sites start to appear, it is as though the Dacians and the Romans had advance knowledge of the routes we are choosing for our motorways," complains Transport Minister Radu Berceanu. As it stands, Romania only has two motorways.
